Tidak ada asisten dalam perkuliahan beliau, hanya saja beberapa teman saya membantu menjadi tutor selama perkuliahan berlangsung. Universitas kami menugaskan beliau untuk memandu sebuah mata kuliah kawasan, dimana beliau kemudian berinisiatif untuk melakukan metode pengajaran interaktif berupa simulasi sidang internasional, presentasi mahasiswa dan juga dialog dalam tutorial. Namun demikian, beliau tetap menjadikan essay sebagai elemen penilaian yang utama dan pertama dalam menilai prestasi mahasiswa.

Tidak ada masalah yang cukup berarti dalam minggu-minggu pertama perkuliahan, sampai kemudian beberapa mahasiswa mulai menunjukkan ketidakmampuan mereka untuk datang tepat waktu dalam minggu-minggu pertengahan. Dalam hal ketepatan waktu, saya melihat visiting lecturer kami begitu banyak memberikan toleransi kepada para mahasiswa, meskipun keterlambatan yang terjadi sebenarnya cukup fatal. Ketika kelas dimulai jam delapan pagi, pada pukul itu pula hanya ada tiga orang di kelas: visiting lecturer dan dua tutornya. Tidak satupun mahasiswa datang tepat waktu.

Dalam hal kegiatan selama di kelas, saya melihat para mahasiswa dapat menunjukkan kualitas mereka sebagai mahasiswa kelas internasional. Dalam presentasi mahasiswa hingga simulasi sidang, saya katakan, mereka dapat disandingkan dengan mahasiswa kelas internasional manapun di seluruh universitas di Indonesia. Keterlibatan dan sikap proaktif mahasiswa begitu terlihat dalam mengemukakan argumen secara lisan, meskipun harus dicatat bahwa tidak semua mahasiswa dalam kelas tersebut berperan secara aktif.

Secara umum, dalam perkuliahan yang dipandu oleh kandidat Doktor tersebut, saya tidak menemukan sesuatu hal yang cukup fatal dan mencoreng tradisi akademik yang selama ini saya pelajari. Betul, tidak ada yang fatal sebelum akhirnya para mahasiswa mengumpulkan essay mereka saat minggu terakhir perkuliahan visiting lecturer berlangsung. Setelah visiting lecturer kami membaca dan menilai dengan detail setiap essay yang dikumpulkan, beliau menyimpulkan: 100% essay rentan dengan plagiarisme minor, sementara 20% dari seluruh essay yang terkumpul terbukti melakukan tindakan plagiarisme fatal dengan cara menyalin artikel dalam wikipedia berpuluh-puluh halaman yang kemudian 100% dituangkan kembali dalam essay.

Ini adalah masalah besar. Ini bukan kejadian yang pertama. Bagi saya bukanlah tidak mungkin mereka terus terbiasa melakukan praktek kejahatan tertinggi dalam dunia akademik tersebut secara berulang-ulang hingga akhirnya mereka mendapatkan gelar Sarjana. Inikah wajah dunia akademik kita? Inikah cermin institusi pendidikan di Indonesia yang seharusnya menjadi oase ditengah ketidakjujuran yang kian lama kian dianggap sebagai hal yang biasa?

Universitas harus bertanggungjawab. Argumen saya tetap sama, bagi saya kejadian tersebut tidak sepenuhnya menjadi kesalahan mahasiswa, dan justru maraknya fenomena plagiarisme terselubung dan berkelanjutan tersebut adalah cermin ketidakpedulian universitas dalam menjaga tradisi akademik yang sebenarnya mengajarkan sebuah nilai moral yang begitu tinggi: kejujuran.

Saatnya kita semua berbenah.

Disini, skripsi hanya dianggap sebagai syarat kelulusan dengan ketebalan minimal 75 halaman tanpa diikuti dengan ketentuan lain yang mengikat. Saya pernah menghabiskan waktu untuk meneliti tingkat resiko plagiarisme dalam beberapa Skripsi mahasiswa di kampus ini yang lulus tahun 2007-2008 dengan software SafeAssign, dan hasilnya: 8 dari 10 Skripsi mahasiswa yang diteliti sangat rentan melakukan plagiarisme (hasil SafeAssign menunjukkan setiap dari 8 Skripsi tersebut terdapat lebih dari 50% adalah karya plagiat, tanpa paraphrasing dan referensi). Dan mereka semua berhasil lulus dengan nilai A. Sangat memprihatinkan.

Meskipun masih sangat amatir dalam dunia akademisi, dari awal saya berprinsip bahwa plagiarisme adalah kejahatan tertinggi di bidang akademik yang tidak bisa dimaafkan. Bagaimanapun, plagiarisme itu sebuah bentuk pencurian yang kasar dan memalukan dalam bidang akademik. Sudah mencuri, kemudian mempublikasikan hasil curian tersebut sebagai miliknya. Itulah mengapa, bagi saya plagiarisme bukan sesuatu yang sepele. Dan lebih jauh dari itu, saya percaya bahwa menanamkan integritas akademik akan berbuah terbangunnya integritas diri seseorang. Artinya, jika sejak bangku kuliah kita berkomitmen untuk menghindari plagiarisme, maka secara bertahap integritas diri kita akan semakin terbangun dengan kokoh. Sebaliknya, jangan harap bisa mengindar dari bentuk-bentuk penyelewengan dalam dunia kerja, bila sejak bangku kuliah saja kita sudah mulai tidak jujur dan mengaku-aku karya orang lain sebagai karya kita.

Berawal dari keprihatinan dan idealisme sederhana itulah, maka ketika saya diberi kesempatan untuk menggantikan dosen mengajar penuh selama satu semester (karena dosen yang bersangkutan sedang menyelesaikan sekolah Doktor), saya berkomitmen untuk memerangi plagiarisme. Saya sampaikan kepada seluruh mahasiswa untuk memulai membiasakan yang benar, dan jangan membenarkan yang sudah biasa. Dan dalam proses membiasakan yang benar ini, perlu komitmen bersama antara saya dengan seluruh mahasiswa. Ya, komitmen bersama untuk tidak melakukan plagiarisme, tidak menjiplak dalam penulisan essay.

Selain menjelaskan bahaya dari plagiarisme, selama perkuliahan berlangsung saya juga memperkenalkan apa sebenarnya plagiarisme dan bagaimana cara menghindarinya. Materi pendukung seperti panduan sistem referensi dan panduan membuat essay dengan baik saya berikan dan jelaskan dengan detail kepada seluruh mahasiswa pada pertemuan-pertemuan awal. Dalam mata kuliah yang saya bawa, saya memberikan dua kali tugas essay dengan panjang masing masing 2000 kata. Bagi saya, karya tulis sejelek apapun akan lebih saya hargai selama itu adalah hasil pikiran mahasiswa sendiri, ketimbang sekadar melakukan proses instan cut and glue.

Dan hasilnya? untuk essay pertama, 90% karya mahasiswa semuanya plagiat. Saya kembali menggunakan SafeAssign untuk memindai seluruh karya mahasiswa. Sisanya, 10% adalah karya tulis mahasiswa sendiri yang kualitasnya jauh di bawah standar jurusan yang memiliki akreditasi A sejak tahun 2001. Hasil ini semakin membuat saya terpacu untuk meneliti apa penyebab ketidakmampuan para mahasiswa untuk menulis dengan jujur dan baik.

Setelah hasil essay pertama saya bagikan, dimana sebagian besar mendapat D (dan sisanya C), saya kembali mencoba berbincang dengan mahasiswa dari hati ke hati perihal penyebab dari kebiasaan buruk ini. Kenyataan pahitnya adalah, metode cut and glue memang sudah biasa mereka lakukan sejak awal kuliah di semua mata kuliah. Dan setelah dikaji lebih dalam lagi, penyebabnya adalah ketidaktahuan mahasiswa tentang praktek plagiarisme yang kemudian berujung kepada masalah dasar: ketidakpedulian universitas terhadap isu plagiarisme. Ironis bukan?

Untuk memperbaiki kualitas tulisan para mahasiswa di essay yang kedua, saya kemudian menggelar beberapa kali pertemuan tutorial hanya untuk membahas dengan lebih rinci lagi pentingnya kejujuran dalam sebuah karya tulis akademik. Saya membuka kesempatan kepada seluruh mahasiswa di kelas untuk mengetahui bagian mana saja dalam essay mereka yang rentan dengan plagiarisme. Akses konsultasi melalui email saya buka 24 jam penuh guna memberi peluang bagi para mahasiswa untuk memeriksakan draft essay mereka secara lebih leluasa. Dan yang terpenting, upaya berupa encouragement untuk menghidupkan kemauan mahasiswa menulis dengan telaten juga saya tempuh untuk merubah hasil.

Di essay submission yang kedua, dengan sangat bangga saya mengatakan bahwa lebih dari 50% mahasiswa yang mengikuti kelas saya telah mengurangi level resiko plagiarisme dalam tulisan mereka dengan cukup signifikan. Tidak hanya sekadar menyadari bahwa referencing system itu mutlak penting, namun jauh dari itu, para mahasiswa memahami dengan baik bahwa plagiarisme adalah masalah kejujuran dan integritas akademik.

Dalam rangka meningkatkan promosi wisata Indonesia di Australia, pada tanggal 1-5 November 2010, Garuda Indonesia Western Australia dengan dukungan penuh dari Kementerian Kebudayaan dan Pariwisata (Kemenbudpar) Republik Indonesia menyelenggarakan “Indonesian Food Festival (IFF) 2010” bertempat di Hotel Novotel Langley, Perth.

Menurut Syahrul Tahir, General Manager Garuda Indonesia untuk Western Australia, kunjungan wisatawan Australia ke Indonesia yang selama ini terpusat di Bali, pada dasarnya memberikan peluang untuk dapat mempromosikan keindahan obyek dan daya tarik wisata selain Bali di Indonesia.

Dalam kaitan upaya untuk mengenalkan lebih jauh tujuan wisata Indonesia selain Bali, Syahrul menambahkan, saat ini terdapat indikator positif berupa peningkatan tajam jumlah wisatawan Australia Barat ke Indonesia pada paruh pertama tahun 2010 dibandingkan dengan wilayah Australia lainnya.

Berawal dari pemikiran tersebut, maka IFF 2010 mengusung tema “Beyond Bali” dengan misi memperkenalkan Indonesia secara lebih luas kepada masyarakat Australia, khususnya Australia Barat.

Sebagai festival tahunan yang telah dirintis sejak tahun 2009, IFF 2010 mengemas budaya Betawi dan Jawa Barat melalui keanekaragaman sajian kuliner serta pertunjukan kesenian tradisional yang digelar rutin setiap malam selama festival berlangsung.

Sementara itu, menurut Noviendi Makalam, Sekretaris Direktorat Jenderal Pemasaran Wisata Kemenbupdar, penyelenggaraan IFF 2010 merupakan momentum yang tepat untuk terus membangun pencitraan bahwa Indonesia, bukan hanya Bali, merupakan tempat yang nyaman dan aman untuk berwisata.

Rangkaian pelaksanaan IFF 2010 diakhiri dengan penyelenggaraan Gala Dinner pada tanggal 5 November 2010 yang mayoritas dihadiri oleh berbagai elemen masyarakat Australia, termasuk pejabat pemerintah negara bagian Australia Barat.

Selain penampilan beberapa kesenian khas Betawi dan Jawa Barat, pada acara puncak tersebut juga diselenggarakan penyerahan apresiasi yang dianugerahkan kepada para pihak yang telah berkontribusi dan berjasa atas pencapaian Garuda Indonesia di Australia Barat selama ini. Para pihak tersebut meliputi Garuda Frequent Flyer Platinum Members; Wholesalers; serta Retail Travel Agents.

Introduction

The changes within the Australian Labor Party (ALP) have been contentious throughout much of its history. Over time, as the oldest political party in Australia, the ALP has experienced various evolutions such as the formation, policies, and the debatable change of its support base, in which some argue that the ALP has faced a shift from a ‘mass’ party to be a ‘catch-all’ party.[1] Other propositions also come up maintaining significant changes in the platform and policies of the ALP, particularly after the Hawke administration.[2] It is the aim of this essay to depict the origins of the ALP and to examine the changing support base, platform as well as policy priorities since its formation onwards. Before turning to the examination of changes within the ALP, this introductory section briefly sketches an outline of this essay. The first part of this essay will shortly describe the origins of the ALP as a party created by unions. This includes an analysis of the changing support base, showing the current fact that membership of unions has sharply deteriorated. It will also briefly allude to the examination of connection between the downturn of union density and dissolving link with the ALP.

An analysis on the changing platform and policy priorities of the ALP will form the second part of this essay. It will also make reference to how the ALP was once regarded as somewhat ‘socialist’ and whether it is all still relevant to the ALP in the current time. The second part of this essay also will elaborate how the ALP has finally attempted for the creation of wealth as the main agenda since the 1980s. This essay will conclude that there have been marked changes in the ALP during period under discussion, the main changes being in relation to the move to a wider support base, the emphasis on democratic socialism as well as social democracy and the broader policy priorities.

The History and Changing Support Base

History of the origins of the ALP has strong connection with the movement of labor union in the late 1890s. It was when the union movement strived to form a representation in the parliament with the particular emphasis in delivering interest of the union movement within the parliamentary system.[3] This attempt was originated after a number of industrial actions arose, mainly in the maritime, transport, agriculture, and mining sectors, as the wages and conditions of the workers were threatened by the economic recession. The creation of organization, then, regarded as the concomitant effects along with main concepts in the development of the union movement, as the appearance of the ALP was aimed expressly to win parliamentary seats.[4] In this regard, it also should be noted that the ALP was formed with particular objectives at that time, such as to achieve the democratic socialization of industry, production, and distribution.[5]

Undoubtedly, formation of the ALP was occurred simultaneously with the movement of Australia’s federation. However, it is important to see that the interest of the union movement has been set in excess of federation. This stems from the fact that the movement was pursuing the national policy-making system in an endeavor to protect local labour. The creation of race-based immigration, or White Australia Policy is a good evidence to paint the attempts of the movement in seeking their interest. This policy was issued by John Christian Watson as the first Prime Minister from Labor administration in the national level. Regardless of his four months length administration, the first Labor government was successfully securing interest of the union movement, reflected from his other policies adopted from ‘fighting platform’ of the ALP, such as adult suffrage; old-age pensions; a citizen army; and compulsory arbitration.[6] For the first time ever, these Commonwealth government’s policies finally were counted as solutions for the sake of working class.

Despite of pro-working class policies and history as the oldest political party in Australia, it is interesting to see that the ALP has spent less time in the national government than in federal Opposition. The evidence of this can be obtained from the years of Opposition have been faced by the ALP, particularly after Billy Hughes, the third Labor government was defeated by the Nationalist Party in the early 1920s, in which the ALP remained in Opposition until 1929. Other periods of Opposition also can be seen from 1931 to 1943, up to when the Curtin Labor government was easily elected; a very long 23 years of Opposition from 1949 to when a new young leader of the ALP, Gough Whitlam returned to national government in 1972;[7] and the last 11 years in federal Opposition since 1996, until finally the former Labor shadow minister for foreign affairs, Kevin Rudd, defeated Howard Liberal government in 2007. On the other hand, it is also important to note that Labor had been sufficiently solid in running the national government, demonstrated by 13 years of unbroken Labor government, from the rise of Hawke administration in 1983 to the end of Keating leadership, which defeated by Howard in 1996.

Turning to the examination of support base, the ALP had been mainly supported by the members of unions in the early of its formation, as already indicated earlier. The ALP had appealed to the members of unions, or also can be called working class, which comes from various industry and sector, such as mining, manufacturing, construction, trade along with public and private sector. With regard to this strong support base, the early ALP was somewhat called as a class party, while some also argue as a mass party. Nevertheless, evolution of the ALP has indicated significant change in its support base; the ALP was inevitably pressed to attract beyond the working class. This unprecedented change can be seen from the steady decline in the proportion of blue-collar workers voting for the ALP, particularly since the Second World War.[8] It should be noted that declining union membership is in part attributable to the changing support base of the ALP. Between 1982 and 1993, there was about 12 percent declining trade union membership, from 50 percent to 38 percent.[9] This number falls sharply to only about 20 percent of Australian workers who belong to the unions in 2005.[10]

Moreover, it is argued that the structural changes in the composition of the labour force unequivocally regarded as leading cause in declining number of the union membership.[11] This is demonstrated from the rapid growth of employment in particular areas, mainly private sector, consists of non-manuals in the service sectors; women; part-time as well as casual workers.[12] It is argued that the unions neglected this fact along with failed to attract membership from further workers in private sector. Nonetheless, a different angle can be found in the argument claiming that the declining union membership was largely caused by the declassing effect of electoral politics in Australia, in which a more consumer-oriented and individualistic type of political culture have historically replaced politics centred on production.[13]

Consequently, continuous declining union membership from the 1980s onwards has enabled the ALP to appeal beyond its industrial wing. By the current fact that few Australians are members of unions, some argue that the alignment of ALP on unions will cause more problems than benefits. Thus, transformation from a mass party to catch-all party has been generated in an endeavor to gain wider electoral appeal. This could be indicated from the increasing weak relationship between the union movement and the ALP since the Hawke Labor government; and the fact that the ALP has required to manage its relationship with non-industrial wing, such as environmental movement, migrants in politics as well as women in politics.[14] Further, the transformation into catch-all party also has other plausible cause, such as the reality that there has been a change in the nature of the older bases of the parties, particularly the fact that voters have become more wealthy, mobile and educated.[15]

The Changing Platform and Policy Priorities

The ideological concept of socialism was regarded as the main instrument in which the ALP was shaped at the time of its origins. Socialism is explained as a ‘belief that the fundamental contradiction in society is between capital and labour, and that, in the long run, social cleavage may only be ended by the exercise of workers’ power’.[16] In other words, socialism is perceived as an ideology, in which the role of communities is vital; and collective ownership as well as public-sector control of economic resources is important in order to create equality among community.[17] Indeed, these values are generated against liberal perspective as liberalism respects the aspiration of individuals. With regard to this definition, the early ALP was once regarded as somewhat socialist, demonstrated from the objective stated in the 1905 ALP Federal Conference, maintaining that securing the full results of Australia’s industry is clearly essential through the collective ownership of monopolies and the extension of the industrial as well as economic functions of the State and the Municipality.[18] In addition, for the leaders of the ALP, socialism was also regarded as positive social doctrine, improving the ideals of liberty, equality and community.[19]

Nevertheless, it should be noted that the evolution of the ALP has forced the party to review its platform, as in more recent times socialism is assessed as an extreme ideological concept in which the private ownership is strictly prohibited. The ’Blackburn Declaration’ in the 1921 Commonwealth Conference, then, considered as the changing perspective of the ALP in understanding and applying socialism as the ideology, regardless of some occasional debate on this issue. Blackburn maintains that any private ownership is regarded as means of exploitation, but however the party was not sought to the abolition of private ownership.[20] Over time, it also should be noted that socialist objective was finally dismantled by a Special Conference in 1982. Some argue that extreme socialism is no more relevant and any connection to socialism could risk in estranging voters. The evidence of this basically can be found from the Chiefly government’s policy in 1946, attempting at bank’s nationalization, which eventually ceased by High Court in a landmark legal case. This awful policy unequivocally caused the ALP lost the 1949 election and experienced long 23 years in federal Opposition.[21]

More recently, it is argued that the ALP’s platform has eventually changed and focused more on two broad ideologies, democratic socialism and social democracy. Democratic socialism alludes to the equal respect between people and individual persons as well as the legitimization of public sector control through the democratic election as a means;[22] while social democracy refers to the belief that capitalism is exploitative, thus, social democracy seeks to promote equality through government intervention.[23] However, the main difference is that social democracy more accommodates private ownership as well as capitalist system. Given the reality that social democracy has broader understanding in capitalism, the current Rudd Labor government argues that social democracy provides best guarantee in preserving the productive capacity of properly regulated competitive markets, and at the same time social democracy is intimately related to assures that government is the regulator, the funder or provider of public goods as well as counterbalances the inevitable inequalities within the market with a commitment to fairness for all.[24] Moreover, despite of a little difference between democratic socialism and social democracy, the combination between these both ideological concepts inevitably has shaped the policies of the ALP, particularly since the end of socialism within the party. Coincidently, this combination can be reflected from the factional division within the party between the Left and the Right, in which each of the faction represents different ideological and historical divisions.[25]

The changing platform of the ALP, unequivocally leads to the changing policy priorities within the party. As indicated earlier, the policy of the ALP in its formative time was overwhelmingly emphasized on the protection to the local labour values and union movement.[26] The race-based immigration restriction is considered as one of the instruments in which the ALP shaped the Australia’s history. Another instrument such as the Chiefly Labor government’s initiative of banks nationalization has indicated that the policy orientations and priorities needed to be tailored. Eventually, the ALP’s changing policy priorities was commenced from the Whitlam administration in 1972. It is argued that since the Whitlam government’s policy priorities have become relatively broader than the ALP’s tradition. This derives from the fact that Whitlam administration was revolutionary declaring the end of Australia’s involvement in the Vietnam War; removing tuition fees for university students; generating the role of Women’s Adviser to the Prime Minister to assure equality between women and men; establishing a Department of Ethnic Affairs as well as dismantling the White Australia Policy; and introducing a public health insurance plan named Medibank.[27] Some argue that these policies are part of Whitlam vision to create of equal opportunity among the community as the guiding principle of social democracy, in particular to produce social environment in which every individual has a chance to advance his capability.[28]

Furthermore, the ALP’s broader policy priorities obviously can be seen throughout the Hawke government, as the main agenda of Labor government in the 1980s was the creation and redistribution of wealth.[29] The agenda was filled by the sale of public enterprises; the transformation from protected industry sectors to international competition; the economic deregulation; and the wage cuts.[30] It is interesting to see that the Hawke government’s policies were regarded as somewhat surprising in terms of the ALP’s platform to promote the government control in public sector; in other words, Hawke’s policies might go in opposite directions. Some argue that these policies are the anathema for the ALP as well as Hawke was betrayed the ALP’s traditions.[31] Another skeptical argument also arose, claiming that Hawke’s policies reflected the ‘de-ideologising’ of the ALP and had become pragmatic in a bid to widen the party’s appeal to the voters as a catch-all party.[32] With regard to the argument about Hawke’s betrayal to the ALP’s tradition, however, other analysts express complete disagreements, maintaining that the Hawke government’s policy is only being more right-wing than his predecessors and clearly still compatible with the party’s history,[33] in line with Hawke argument that share of the public sector in the Australian economy should be limited in an endeavor to create further productive investment, job creation as well as growth by the private sector.[34]

Conclusion

In sum, the establishment of the ALP, undoubtedly, has strong connection with the interest of the union movement, particularly in striving to have representation in the parliament. Over the years, it has been argued that the declining union membership has forced the ALP to strive to widen its support base beyond industrial wing, for instance, the environmental movements; migrants; and women. Besides, the ideological concepts of democratic socialism and social democracy have been regarded as result of the ALP’s changing platfom, especially since the end of socialist objective by a Special Conference in 1982. In the end, it has also been argued that the ALP’s changing platfom led to the changing policy priorities, as the policy has been somewhat broader than just the ALP’s tradition. This change mostly can be seen from the Whitlam and Hawke government’s policy, which put more emphasis on creating equal opportunity and redistributing wealth.

除了看电影，我们的爱好是听音乐。我妹妹真喜欢听西方音乐。她喜欢收集西方音乐光盘。我跟我妹妹不一样。我不太喜欢听西方音乐光盘。我真喜欢听印尼音乐。开车的时候我总是在车听我特别喜欢的印尼音乐光盘。我也真喜欢参加印尼歌星的音乐会。

上星期一我妹妹给我一张音乐会的票。她请我看印尼歌唱家的音乐会。我非常高兴。那个歌星叫马大为。他唱歌唱得非常好听。他也是我最喜欢的唱歌。他有很多唱片，都真收欢迎。大为每参加唱歌比赛总是的了第一名。因为我妹妹给我音乐会的票，所以我妹妹跟我参加大为的音乐会。大为的音乐会真有意思。他唱十五首歌儿唱得很好听。那时侯观众很多，他们都真喜欢大为的演奏。

除了看电影、听音乐以外我还有别的爱好。这个爱好是我最喜欢的爱好。我真喜欢收集小小的飞机。在家我有很多小小的飞机。有几个飞机是我好朋友给我的，有几个是我自己买的。我已经有了三十八歌飞机了。它们真漂亮。因为我很喜欢做飞机所以我也真喜欢收集飞机。我最喜欢的飞机是新加坡航空公司的飞机。它真漂亮也真大。在澳洲的时候，我好朋友给我这个飞机。现在我还找别的飞机。我真想有美国航空公司的飞机。做爱好真有意思。我相信每个人一定有他们的爱好。我也相信除了为了不无聊以外做爱好也给我新鲜的感觉。

Akhir bulan Juli 2009. Sepulang dari menyelesaikan studi S1 bidang ilmu studi internasional, saya masih harus berhadapan dengan sistem akademik Universitas Muhammadiyah Yogyakarta (UMY), terutama perihal memenuhi syarat untuk menyelesaikan S1 bidang ilmu politik di UMY. Sudah tentu syarat akhir untuk bisa mendapatkan gelar sarjana di Indonesia adalah menulis skripsi untuk kemudian diuji dalam panggung pendadaran.

Tetapi ternyata yang membuat saya gundah bukanlah penulisan skripsi yang sering menjadi momok bagi mahasiswa. Jauh dari itu, untuk bisa sepenuhnya fokus menulis skripsi, saya harus mengambil tiga mata kuliah terlebih dahulu yang selama ini belum saya ambil : Bahasa Mandarin I, II dan III.

Bukan main. Ketiga mata kuliah itulah yang harus saya ambil dalam satu semester ganjil 2009. Tidak ada pilihan lain, kecuali jika saya mau menunda waktu menyelesaikan studi S1 saya di UMY, ketiga mata kuliah tersebut boleh saya tempuh dalam tiga semester atau satu setengah tahun. Tapi saya tetap bertekad dan berkeyakinan bahwa apapun yang kita hadapi harus kita jalani dengan baik.

Akhirnya menempuh kesemua mata kuliah itu dalam satu semester menjadi keputusan saya. Dengan kata lain, saya harus mengikuti kelas bahasa mandarin setiap hari Senin hingga Jumat selama enam bulan!. Yang lebih luar biasa lagi, dalam kelas express yang saya tempuh, hanya ada satu dosen dan satu mahasiswa, yaitu saya sendiri!. Bagi saya ini bukan hal yang mudah, karena dengan mengambil keputusan ini maka sama artinya dengan menghabiskan waktu selama setengah tahun untuk belajar bahasa Mandarin.

Mulanya saya sedikit ragu, mulai dari seberapa banyak manfaat yang bisa saya dapat dengan belajar bahasa Mandarin hingga mampukah saya mengikuti tiga kelas bahasa Mandarin sekaligus dalam satu semester?. Keraguan saya saat itu semakin meraja karena lebih banyak orang disekitar saya memilih untuk belajar bahasa Jerman, Prancis, Spanyol dan Jepang ketimbang Mandarin dengan alasan bahwa bahasa-bahasa tersebut adalah bahasa terpenting setelah bahasa Inggris. Belum lagi dengan momok sebagian besar mahasiswa yang percaya bahwa belajar bahasa Mandarin itu susahnya luar biasa. Waduh!

Saya tak boleh kalah sebelum berperang. Apapun keraguan yang ada, menempuh kelas bahasa Mandarin sudah menjadi pilihan saya. Dan merupakan tekad saya untuk melakukan segala sesuatu dengan sepenuh hati, termasuk mendalami bahasa Mandarin. Saya merasa sangat beruntung karena dosen yang mengawal saya dalam mempelajari bahasa Mandarin sangat kooperatif dan mampu memahami posisi saya pada saat itu.

Waktu tidak pernah berjalan lambat. Bulan Januari 2010 merupakan bulan terakhir saya mendalami bahasa Mandarin. Di bulan ini lah kemudian saya semakin menyadari bahwa segalanya bisa dilakukan dan dipelajari dengan kemauan. Saya menemukan bahwa belajar bahasa Mandarin ternyata tidak serumit yang diperkirakan, dan bahkan, saya merasa bahwa bahasa Mandarin adalah bahasa yang begitu menyenangkan untuk dipelajari!

Akhirnya, waktu beberapa bulan tidak hanya saya habiskan untuk belajar bahasa Mandarin, tapi untuk semakin menegaskan kepada diri saya bahwa tidak ada yang tidak bisa. Ya, segalanya bisa dilakukan dan dipelajari dengan kemauan.

Bahkan UU Nomor 19 tahun 2003 tentang BUMN tidak memberikan indikasi baik secara eksplisit maupun implisit tentang proteksi terhadap BUMN yang akan dijual. Pasal 76 UU 19/2003 secara tertulis menyatakan sebuah perusahaan yang dapat diprivatisasi setidak-tidaknya memenuhi kriteria : (a) industri/sektor usahanya kompetitif, atau (b) industri/sektor usaha yang unsur teknologinya cepat berubah. Dengan demikian, semua BUMN milik Indonesia saat ini bisa dijual 100%.

Tunggu apa lagi, setelah Indosat dibeli oleh Temasek dengan harga yang sangat murah, kurang lengkap jika sisa-sisa BUMN yang ada tidak dijual juga dengan harga yang sesuai dengan kemauan investor. Soal mana dulu yang akan dijual tidak terlalu penting, karena sebagian besar sisa BUMN yang belum terjual saat ini dalam kondisi sehat. Garuda Indonesia misalnya, setelah bertahun-tahun merugi, akhirnya pada tahun 2007 flag carrier tersebut berhasil mencetak laba 250 milyar rupiah lebih, yang tentunya dengan prestasi ini akan banyak investor berminat untuk membeli Garuda Indonesia. Bukankah memang demikian pola pikirnya? Bahkan seorang petinggi negara-pun pernah menyatakan bahwa BUMN harus dalam kondisi sehat dan setidak-tidaknya mampu mencetak keuntungan jika akan diprivatisasi.

Suatu saat, jika memang sisa-sisa BUMN ini nantinya terjual habis, maka seutuhnya ekonomi Indonesia akan dimainkan oleh pihak swasta (private sector). Apa yang diidam-idamkan selama ini, dimana negara seharusnya fokus dalam menjalankan roda pemerintahan dan tidak boleh mengintervensi aktifitas ekonomi (liberalism) akan segera terlaksana. Para pengikut ajaran Adam Smith dengan mantra Invisible Hand-nya akan bertepuk tangan dan memberi selamat kepada Indonesia atas keberhasilannya mengelola ekonomi negara sesuai dengan keyakinan mereka. Dan di saat yang sama, maka lengkaplah sudah kesalahan fatal para pengelola negara dalam melindungi perekonomian Indonesia. Lengkap sudah penderitaan kita sebagai bangsa yang besar, dimana selain permasalahan multidimensi yang terjadi selama ini akhirnya menjadi semakin sempurna dengan hilangnya kemandirian perekonomian bangsa. 

Mereka yang saat ini duduk menjadi komite privatisasi dalam kementerian BUMN seharusnya berpikir sangat matang sebelum menggadaikan sisa-sisa BUMN yang ada. Karena bagaimanapun, keterlibatan pemerintah dalam aktifitas ekonomi mutlak diperlukan. Untuk itulah pada dasarnya BUMN dibentuk, sebagai salah satu ‘tangan’ pemerintah dalam berperan menjaga stabilitas ekonomi. Setidaknya ada beberapa alasan mengapa keberadaan BUMN masih sangat diperlukan di Indonesia, seperti masih diperlukannya pengawasan/controlling the commanding heights (Lenin dan Harold Wilson) oleh pihak pemerintah dalam mengendalikan keseimbangan pasar, BUMN sebagai bentuk redistribusi kewajiban pemerintah dalam menyediakan community service (redistribution community service obligations), serta tentunya masih diperlukannya BUMN sebagai salah satu sumber pendapatan negara (generating government value).

Sistem ekonomi Pancasila yang dahulu kita bangga-banggakan kini semakin jelas bergeser menuju sistem ekonomi liberal, dimana negara semakin dikurangi perannya dalam aktifitas ekonomi. Jelas-jelas sistem ekonomi liberal memungkiri nilai-nilai yang dibawa oleh Pancasila, dimana sistem ekonomi liberal tidak menaruh perhatian sama sekali kepada kesejahteraan (welfare) dan keadilan sosial (equality). Buruh hanya dianggap sebagai salah satu komoditi ekonomi yang sama sekali tidak dimanusiakan, sehingga gap antara kaum proletar dengan borjuis semakin meluas. Yang kaya semakin kaya dan yang miskin semakin menderita. Apakah seperti ini sistem ekonomi Indonesia?

Sementara Indonesia sedang menikmati proses menuju sistem ekonomi liberal yang seutuhnya, negara-negara penganut sistem ekonomi liberal sejati saat ini justru berlari-lari mencari jalan mengubah (to restart) sistem pemerintahan mereka dari liberal democracy menjadi social democracy, karena setelah Krisis Finansial Global menghantam negara-negara maju termasuk Amerika Serikat, mereka akhirnya sepenuhnya sadar bahwa krisis tersebut adalah krisis akibat neo-liberalisme. Perdana Menteri Australia dalam tulisannya yang dimuat di majalah current affair ‘The Monthly’ pada Februari 2009 berjudul The Global Financial Crisis bahkan dengan gamblang menyatakan bahwa paham neo-liberalisme, termasuk sistem ekonomi liberal yang dianut oleh Australia selama 30 tahun belakangan telah menunjukkan kegagalan, dimana ternyata menurut Rudd, neo-liberalisme tidak lebih dari bentuk keserakahan beberapa manusia yang terbungkus dalam filosofi ekonomi. Tidak ada kata terlambat dan tidak ada akhir untuk sebuah perjuangan. Bagaimanapun, Indonesia harus dan masih bisa diselamatkan, jika seluruh elemen bangsa bersatu dan bersinergi memperbaiki Indonesia. Saatnya merevitalisasi sistem perekonomian Indonesia dengan sepenuhnya menerapkan sistem ekonomi Pancasila. Sudah terlalu banyak penderitaan yang dirasakan Ibu Pertiwi, dan sudah waktunya Indonesia bangkit dari krisis multidimensi serta keterpurukan yang usianya sudah terlampau panjang ini. Bangun pemudi pemuda Indonesia, bersama kita selamatkan Indonesia!.
